Changes since 2001

Security increase (Terrorism fear, etc...)-> Concerns over IDEntity and borders -> Find answer in biometrics
Adding of fingerprints to passport and national identity cards and/or driver's licenses
- Only National ID Cards and/or Driver's Licenses required to BUY and SELL
 

- Lack of trust
- Reinforcement of NATIONal IDEntity instead of just BEing
